Kagato is a perpetually wanted criminal. He is a notorious destroyer of ancient artifacts and has a rap sheet a mile long. He was a student of Washu's at one time until he captured her 5,000 years ago and placed her in the reversed part of the Souja, his ship.

He has control over the gems that give Ryoko her powers and used her and Ryo-Ohki for his own ends, in particular, the attack on Jurai 700 years ago. His purpose it to get control of the most powerful spaceship in the galaxy, Tsunami. He uses the Souja to transfer Ryoko's gems' power in order to accomplish this.
