The school band is selling candy as a fund raiser and everyone is "volunteered" to seel it.  The town's adults start reverting to their more childlike tendencies (including Giles and Buffy's mother).  It turns out that the Mayor, through Mr Trick, has hired Giles' old pal Ethan to distribute the candy to get the adults out of the way of a ritual sacrifice.
