The TARDIS arrives in Australia.  The TARDIS crew soon learn that the Doctor is almost an exact double of Salamander.  Salamander is a scientist who has discovered the means to end world hunger by storing solar energy.  Most people see Salamander as a hero while others believe that his attempting to become a world dictator.  The Doctor discovers the truth by using his likeness to Salamander to infiltrate his offices.  Salamander has deceived many people into thinking that they are fighting an evil enemy but causing all sorts of 'natural' disasters.  The station is destroyed and Salamander tries to escape in the Doctor's TARDIS.  He gets sucked into the Time Vortex when he fails to close the TARDIS doors.
