Togusa is contacted by Yamaguchi, a former acquaintance of his who's been working on the Laughing Man case.  Before they can meet up however, Yamaguchi's car crashes and he's killed.  Chief Aramaki gives Togusa three days to investigate the circumstances around Yamaguchi's death.  Yamaguchi's widow gives Togusa a package of photos which puzzles him at first as being rather ordinary.  He eventually determines that the photos are taken from the eye's of a detective and not by an external camera.  This technology is called an Interceptor and certain detectives have been implanted with them without following proper procedures.  Section 9 plants information with the media in order to smoke out the high ranking officials that were responsible for these orders.  What makes matters even more interesting with when the Laughing Man hacks into the brain of one of the ministers in order to deliver a message of his own.
