Marco Amoretti has come to Japan and is committing horrible acts of violence against women which includes stripping their skin off in the shape of a tee-shirt.  Section 9 is asked to help by the American Empire's CIA.  This case seems to effect Batou personally and as they move toward finding the ex-Navy man he reveals more information as to why.  Section 9 must not only find Marco but also make sure that Batou doesn't do anything rash.
