Section 9 has received a photo of a girl named Eka Tokura who was kidnapped years ago.  She was the daughter of the CEO of a company that pioneered cyber technology and is one of the first to receive cyber replacements.  Section 9 heads out to find her and to discover what happened to the first team from the Maritime Safety Agency.
