With the rest of the team tied up with the Prime Minister, Togusa is sent to Tokyo to investigate the death of a man who was supposedly a blackmailer.  What he discovers is that he was working at an excavation site in the sunken area and saw too much and he was silenced for his knowledge.  Working with the man's ex-fiancé, Togusa learns what it was that he saw.  He returns to Section 9 with the information but the man's ex-fiancé doesn't appear to have gotten off the hook.
