High ranking government officials begin to believe a rumor that has been circulated that the Dejima refugees plan a suicide bombing with nuke.  They order air strikes against the city.  Meanwhile, people within the government have placed Prime Minister Kayabuki under house arrest along with Aramaki, Togusa and Proto.  Section 9 gets into the no-fly zone and Motoko is able to get out of the helicopter before it is attacked.  The rest of the group crash land and discover that another group of commandoes is after them specifically.
