A huge undertaking called the Atlas Project is almost complete.  It is supposed to be a new terraforming machine named Deucalion but there appears to be other purposes for it.  Eclipse and Armblast discover that the trail of curruption leads to the top of the GOTT and the Nouvelesse.  Eclair and the now powerless Lumiere are called in to help as the GOTT's economic director Chevalier steals the ship.
