The winds keep rising and no one in the precinct can help the Chief and the boy trapped on top of Tokyo Tower.  Detective Tokuno convinces the higher-ups to allow Bokuto Station to take over the rescue operation.  Miyuki begins her work on the elevator since the repair men have not arrived while Natsumi begins the climb up the outer staircase with a Mountain Rescue man and some cutting tools.
