Sven Volfied arrives in town to nab the new governor, the criminal crime boss Lib Tyrant.  He discovers someone else is out to get him, Train Heartnet AKA Black Cat.  Train kills Lib before Sven can apprehend him and escapes but not before Sven learns that he is a member of Chronos - number XIII.  That night on a rooftop, Train meets Saya Minatsuki who is singing a song on another rooftop nearby.
