The refining ship has been falling short in quantity and quality of the fuel is puts out.  This causes a raptor to smash into Colonial One.  When talking to the foreman, Roslin realizes that he's been reading a book that has been causing dissent with the working classes in the fleet.  This book has been smuggled out of Baltar's cell and published by his lawyer.  Tyrol is sent to get the plant back online.  Seeing the conditions, he tries to make things better but cannot convince Roslin or Adama of the need.  After a boy is badly hurt, he calls a strike, and when the deck hands participate, he is soon arrested.  Adama threatens to shoot Cally for mutiny unless Tyrol calls off the strike, which he does.  He is surprised, however, to get an audience with the President to discuss better conditions.
