After the AD Police get information on the Backer Syndicate, Fletcher who is involved with them, slows down their investigation by going through GENOM.  Kenji takes his own action and Hans has to decide whether or not Kenji is correct in his actions.  Hans arrives to back Kenji up when he finds a delivery of military grade Boomers.
