A group of terrorists have captured the Chinese Embassy and taken hostages.  Section 9 is called in by the new Prime Minister but cannot be put into action yet until the paperwork is done.  Meanwhile the terrorists are getting trigger happy when they discover police scouts in the ducts.  Chief Aramaki makes deal with the Prime Minister to move in and finish the job in exchange for sanctioning and a budget.  On the other hand, if they fail, he takes full responsibility.
