During a live fire exercise, a helicopter pilot suffers a heart attack.  The AI on the helicopter refuses commands from control since his cyber brain appears to still be functioning.  The helicopter hacks a few more military helicopter AI's and they begin circling above the immigrant districts which causes even more of a stir with the recent unrest.  Chief Aramaki is approached by Cabinet Intelligence Service agent Kazunoto Goda with a plan to defuse the situation.  Following his plan, Section 9 with the newly reinstated Tachikomas, attempt to take out the helicopter pilot's still functioning cyber brain.
