Kuze and Motoko decide that the only way to save the refugees is to try and upload their ghosts onto the net.  She sets the Tachikoma on the job of locating the space for 3 million people.  The Tachikomas decide that there is no way to do this and so they disobey her orders for a plan of their own.  They begin moving satellites around in order to block the missile when is will be fired from the submarine.  Batou's group winds up talking to the Section 4 guys and come to an agreement.  He send them on to the bridge while he goes in search of the Major.
