The Cabinet Secretary lobbies to mobilize the Defense Forces against the refugees at Dejima due their supposed possession of plutonium. The Prime Minister is forced to go alone with the plan but she is convinced by Aramaki to call in the UN in order to buy some time. Motoko comes up with a plan and Section 9 heads out to Dejima with half of the plutonium to meet up with Kuze and the UN inspection team. The other half she sends in a Tachikoma to Ishikawa. Aramaki meets with Kuze under the guise of a war veteran and learns more about his reasoning for bringing the refugees together in their cause. As the defense forces gather, Gouda cuts the net around Dejima which causes tensions to flare even more. Some of the refugees begin to get antsy and a shot is fired causing a gun battle. As the tanks begin their move toward the area, the refugees blow the bridge.
