It has been seven years since the fall of Teppelin and the humans have built an above ground city complete with a government, buildings, technology and a defense force.  Still looming is the pronouncement from Lord Genome and the people worry about reaching 1 million people and what it will mean.  Meanwhile Simon has worked up the courage to finally ask Nia to marry him and she finally agrees, just about the time the 1 millionth human is born.
