Light has become a hero of sorts when his killings of criminals becomes noticed by people.  They name him Kira and website start popping up about him.  The police have also noticed but, they cannot figure out how to investigate these murders since most of them died of a heart attack.  They bring in L, a mysterious person who solves cases from time to time but that no one has ever seen or even know his true name.  L is able to determine some facts about Kira after broadcasting a live statement to the "world".  Meanwhile, the original owner of the Death Note, the Shinigami named Ryuk, shows himself to Light and gives him a few more pointers about the Death Note.
