Sakura TV receives four video tapes and a threatening letter from Kira.  They show the tape which requests cooperation from the police in Kira new world.  When one of the task force agents arrives at the station to shut down the broadcast, Kira kills him.  The fact that Kira didn't need a name this time leads L to think that this is a second Kira - a copy cat - who only needs a face to kill.
