Changes / Notes:
Many rule changes occurred due to the founding of the Intercollegiate Athletic Association of the United States.  This was brought into being due to the increasing amount of deaths from playing the game.  These rules were deemed necessary to keep the game safer.

1) No tackling out of bounds.
2) No piling on after the play is called dead.
3) No tackling below the knees.
4) No striking the ball carrier in the face.
5) No interlocking of the legs except for the the players on each side of the center.
6) Referee calls the end of the play instead of the player with the ball.
7) Offense required to have six players on line of scrimmage.
8) Only one player may be in motion before the snap of the ball.
9) A player that moved away from the line of scrimmage had to be replaced with another player before the ball was snapped.
10) The length of the game was reduced to two thirty minute halves.
11) The number of yards needed for a first down was increased from five to ten.
12) The neutral zone area was increased to the length of the ball.
13) The forward pass was legalized.  If the pass was incomplete, it was ruled a turnover.  If the pass was completed in the end zone then is was considered a touchback for the defending team.  If the ball was not thrown within five yards or hit an ineligible receiver, it was ruled a turnover.
14) Hash marks were added to the field.
