The administration of the prison planet want off and make arrangements to be relocated to a prisoner of war camp until they can make batter arrangements.  The prisoners are not happy about this.  They are segregated into three camps, the men in the east, the combined in the center and the women in the west sector.  The combined area is for sterilized people.  The women fear that, once the administration leave, the men will overrun the center on their way toward them.
