Togusa is off duty and sees a woman chased by a man.  While trying to help her, he shoots the man in his prosthetic limbs but the man is able to kill the woman any way.  Now Togusa is held while the man is placed on trial.  During the trial, the man's lawyer turns the tables on Togusa and his handling of the matter.  Section 9 is helpless as Togusa is grilled by the defense.
