Lelouch deduces that Shirley knows his identity.  While trying to find her he runs into Mao.  He finds out that Mao has a Geass of his own as CC once made a deal with him also.  Mao uses his ability to read minds to say just the right things to Shirley to get her to shoot Lelouch.
