Five years have passed since L's death and nothing has been gained in the Kira case.  In fact, Kira has taken more control of things.  Suddenly a group kidnaps the Japanese minister of security and demands the notebook that the police have as ransom.  Light kills the minister to get rid of the bargaining chip but this causes them to kidnap his sister instead.
