The Chief has a day off and so he pays a visit to the Tokyo Tower.  Meanwhile, the crew at the tower are trying to get the elevator repaired while winds are climbing in intensity.  When the winds get too high, everyone is asked to leave but before they go a woman complains about her purse being stolen.  The Chief and a tower worker flush out the man but he runs to the upper section and into the wind.  The Chief saves him but a little boy that's there causes the Chief and himself to get stranded on the deck and in danger of being blown off the top.
