Faced with ineptitude, Matsuda takes matters into his own hands in order to learn of Yotsuba's involvement with the new Kira.  He's discovered snooping but uses his cover as Misa manager to help him out.  He contacts L and they are able to fake his death with one of their new member's con abilities and thus prevent the new Kira from killing him.  Meanwhile, his information gives L the excuse to bug the Yotsuba meeting room with one of their new member's abilities to hack into any system.
