With the blatant discussions from the Yotsuba meeting rooms, L decides to do nothing about preventing the deaths of their intended targets so that the new Kira can be drawn into the open.  This puts him at odds with the others on the task force, including Light.  They agree to attempt to do things their own way.  L, while still chained to Light, attempts to recruit Misa to his side.
